Janet S. Toole

Janet Toole  

Janet S. Toole, Vice President, Affiliate Markets, joined the Board of Pensions in 2022. Janet brings more than 25 years of experience in market and gap analysis and customer-focused work, creating benefits solutions to meet the needs of employer groups of varied sizes and across a range of industries.

To facilitate relationships and better serve you, Janet uses her expertise to:

  • engage diverse viewpoints to build a lasting, collaborative relationship with you
  • develop innovative strategies that meet your needs and provide meaningful benefits packages for your employees
  • lead her team to gather insight about what our competitors are doing and find cutting-edge solutions
  • open the door for continuous conversation and feedback to help you meet your business goals

Prior to the Board, Janet held leadership roles with a national insurance carrier and regional consulting firm. She graduated from Pennsylvania State University and holds a professional designation from the Academy of Healthcare Management.

Keith Edwards

Martha Reisner 

Keith Edwards, Director, National Sales, joined the Board in 2023 with over 17 years of experience in the health insurance marketplace, ensuring satisfaction for clients of all sizes, ranging from small enterprises to national corporations and encompassing both fully insured and complex self-funded plans.

At the Board, Keith serves you by:

  • leveraging his expertise in plan administration and client management
  • creating innovative benefits solutions that contribute to cost control and enhance employee satisfaction
  • building strong relationships to ensure your satisfaction

Prior to joining the Board, Keith led growth and retention for a distinguished national health insurance carrier.

Keith holds a Bachelor of Arts in business administration from Gwynedd Mercy University.

Martha Reisner

Martha Reisner 

Martha Reisner, Director, Affiliate Markets, has been with the Board of Pensions since 2017 and brings a wealth of experience in guiding employers in selecting and administering benefits. Martha looks forward to serving you by:

  • building focused, effective, and right-size benefits strategies through analysis of your needs and her deep understanding of the Board's benefits offerings
  • finding unique opportunities to support your employees and their engagement in an evolving benefits landscape
  • coordinating Board of Pensions resources for benefits and program service delivery

Before coming to the Board of Pensions, Martha was the executive director of a faith-based nonprofit. She is an elder in the Presbyterian Church (U.S.A.) and has served as a deacon and trustee.

Martha has a bachelor's degree from Lawrence University and a master's degree from the University of Michigan.

Leonna Carr

Martha Reisner 

Leonna Carr, Lead, Affiliate Markets, has worked in benefits administration for over 12 years, focusing on benefit selection, education, and client advocacy. In her role at the Board, she serves as your advocate by:

  • providing support and benefits education as you build and implement a benefits plan that aligns with the mission and goals of your organization
  • developing benefits engagement strategies for your organization that attract and retain talent
  • coordinating Board of Pensions resources for benefits and program service delivery

Prior to joining the Board, Leonna led benefit implementation and client service projects at a total benefits outsourcing provider.

Leonna holds a Bachelor of Arts in psychology from Stockton University.
