Announcing 2027 post-retirement medical and prescription drug coverage

Dear Retired Member,

In March, we shared an update that the Board of Pensions and Humana had mutually agreed to terminate their contract at the end of 2026. As a result, the Humana Group Medicare Advantage PPO plan and the Humana Group Medicare Prescription Drug Plan (PDP) will no longer be offered as our post-retirement medical and prescription drug plans beginning in 2027. This decision followed significant changes in Medicare Advantage funding by the Centers for Medicare & Medicaid Services (CMS), which increased reimbursement-related costs for Medicare Advantage plans. As costs increased, we used plan reserves so that plan members paid no premiums in 2025 and 2026.

We also shared that we were carefully evaluating all available options and would provide an update in July 2026 once a decision had been made by our Board of Directors. Throughout the evaluation process, our commitment has been to provide the best plan possible, with little disruption, while offering substantially equivalent coverage and features as the current plans. We are pleased to share that, effective Jan. 1, 2027, the Post-Retirement Medical Plan benefits offered will include medical coverage through the UnitedHealthcare Group Medicare Advantage PPO Plan (a passive PPO plan), with Part D prescription drug coverage through Express Scripts.

For 2027, you will have no monthly premium, keeping the four-year commitment we made in 2024 when we introduced the Humana plan. While the actual cost for this coverage is $284 per member per month, we will continue to fully subsidize the premium for next year. Next summer, we will determine and share member costs and any potential subsidy for 2028.

So that no member loses coverage, unless they opt out, the Board will automatically transition retired members and spouses enrolled in the Humana plan to the new UnitedHealthcare and Express Scripts plans. We understand that the new plans may not be the right option for everyone, and we are committed to providing you with the support you will need to make a coverage decision for 2027 during the Medicare open enrollment period (Oct. 15-Dec. 7, 2026).

Please know that you will not navigate this transition alone. We will provide clear guidance throughout the transition so you know what to expect and what, if anything, you need to do. We will begin to share more details — including plan materials, prescription drug information, transition support, and educational opportunities — later this summer.
