Board Focused on Tax Legislation Debates

The Board of Pensions knows many are following the tax legislation debates in Washington with concern, and is monitoring the activity. Board leaders are particularly focused on pieces of legislation that could affect employers served by the Board as well as Benefits Plan members and retirees. As relevant information becomes available, the Board will provide updates through emails and/or on pensions.org.

Create a Spreadsheet of Employee 2018 Elections and Costs!

Employers can now view employee 2018 benefits elections and costs, and download that information in spreadsheet format to prepare payroll deductions for January. Visit Benefits Connect and select Manage Employees, look for the Download Member Enrollments box on the right, and click on Create Spreadsheet.

You will have the option to open the file, or save it to review at a later time. The spreadsheet will automatically be created as a CSV (comma delimited) file, but can be easily saved to any spreadsheet format you want when you choose Save as (from the Save drop-down menu) and select from the available options.

Keep Salary Information Up To Date in Benefits Connect

Throughout the year, and particularly as we approach January, employers need to submit salary changes (e.g. cash salary, bonus amount, housing allowance, employer contributions, SECA, and other allowances) in a timely manner.

To report salary changes for one or more members, log onto Benefits Connect as the Employer Representative, and select the Manage Employees menu option. Click on the name of the member for whom you are reporting a salary change. On the next screen, choose Change Salary, enter the appropriate values, and Submit the change.


  • Salary changes must be reported within 60 days of the effective date. Example: Salary changes that are effective on January 1, 2018, must be submitted through Benefits Connect no later than March 1, 2018.
  • When you submit a salary change with an effective date in the future, the member's new salary will not appear in Benefits Connect until that date.
  • Salary changes and bonus payments with the same effective date may be entered together in one salary change submission. Salary changes and bonus payments that are not effective on the same date must be submitted separately in Benefits Connect.

Board-OGA Mid Council Gathering Draws Hundreds

More than 300 elected and volunteer leaders of mid councils from throughout the country attended the Mid Council Leaders Gathering, which combined the former Regional Benefits Consultations (RBCs) and Fall Polity Conference. The gathering was October 15-17 in St. Louis.

The Board of Pensions joined with the Office of the General Assembly (OGA) to co-host the event. Gathering together, at one time and in one place, for integrated purposes conserved time and resources for all. To include even more individuals in the messages shared, the Board and OGA videotaped much of the two-day meeting. See the Videos page of pensions.org.

Support Employees’ Future Financial Security

The December edition of Board Connections reminds employees to conduct an annual financial checkup and take maximum advantage of the Retirement Savings Plan of the Presbyterian Church (U.S.A.) (RSP). You can support employees in their pursuit of a financially secure retirement by encouraging participation in the RSP.

How To Offer the RSP to Your Employees

Your Employer Agreement with the Board automatically selects RSP participation for employees in Pastor’s Participation, in accordance with the Benefits Plan. To offer the RSP to employees enrolled in menu options, be sure to make the proper selection to include RSP participation for those benefit groups.

How To Help Employees Enroll in the RSP

  1. Collect a completed Salary Deferral Agreement from the employee. Review for accuracy, give a copy to the employee, and keep the original for your files.
  2. Collect a completed Fidelity Investments Enrollment Form from the employee. Review for accuracy and completeness, give a copy to the employee, and send the original to Fidelity.
  3. Complete the Initial Contribution Remittance Form (one form for all employees enrolling). Total employee contributions is the total of the salary deferral amounts from all the agreements in step 1; the total should correspond with the funds that you remit to Fidelity with this remittance form and the completed Fidelity Investments Enrollment Forms from step 2. After this initial remittance, Fidelity will send you a monthly invoice.

A New Year of Call to Health, with More Challenges

A new year of Call to Health* began December 5, and the refreshed site at calltohealth.org stands ready to support members’ New Year’s resolutions for improved health and well-being in 2018.

Call to Health works the same as it did this past year: Members and spouses enrolled in the Medical Plan complete the required challenges and other challenges they select to earn points. Members who accumulate at least 1,000 points will earn reduced deductibles for 2019. In addition, members who earn 2,000 points and spouses who earn 1,000 points will each receive a $100 Amazon gift card.

What’s new is the expanded array of challenges (get a sneak peek!). Throughout the year, new activities will be offered to help members answer the call. Please encourage enrolled members to get started today, and to come back to calltohealth.org often to see what’s new!

*Call to Health is available to members and their spouses enrolled in the active Medical Plan (the Highmark PPO or EPO); it is not available to members enrolled in Triple-S, GeoBlue, or the Medicare Supplement Plan.
